Don't know about the free, but try planned parenthood. You don't need permission to my knowledge. If you have a doctor (family, Ob-gyn, or Pediatrician), you even could call and talk to a nurse and ask if they have some free samples that you could start. How you get them (might a friend who is older be able to pick it up for you?) is another issue.

Practice safe sex with condoms, too.
