[Birth Control] Breakthrough bleeding on Ovcon 35

I have been on Ovcon 35 for 10 months and this is the second month I have started my period a week early. Last month it was just breakthrough bleeding during week three and a full seven day period the fourth week. This month I started my actual period on day 6 of week two and it doesn't seem to be be letting up at all. I went to my Dr. last month and he wanted to switch me to a lower dose pill. The doesn't seem to make sense to me because if the Ovcon couldn't stop my period, how could a lower dose pill work better?? So this month I took my Ovcon again and the bleeding is worse. Should I try going to to a different Dr. to se if they'll give me a high dose pill or should I take the lower dose pills my Dr. gave me last month?? I DO NOT want to get pregnant yet so I do not want to take any additional risks by taking a lower dose pill if middle of the road Ovcon isn't working right.... thanks...
