Rectal bleeding during Menstrual cycle

I would like some insight as to what a possible diagnosis would be for a symptom of rectal bleeding that only occurs right before and during the menstrual cycle. Hemorrhoids (sp) were first guess, but why only during cycle? Insurance issues keep me from rushing to the doctor before I get a little insight as to what it may be (job layoff, needing perm. insurance and needing to avoid diagnosis with something I may not be able to afford treatment for when temp. insurance runs out soon). Another weird symptom, if related at all, was a strange underarm rash a few months ago. Like a scab, almost, but no previous wound. Thanks for any input.
