Without an embryo in the second sac, it is dificult to say that it is a twin pregnancy. A collection of fluid in the uterus outside of the one sac can look just like a second sac. In the vast majority of cases such as you describe this is the case. The fluid eventually gets resorbed and no problem exists. This is what went on when US first becam available and we had thousands of cases of "Disappearing" Twin. There never really was a twin. If it were a situation as you describe, the second sac would also resorb and no problem.
