constipated with hard stools

Hello, I am a healthy 27 year old, who had a baby 16 months ago. I have been constipated during my teen years, but it was very seldom (every other month or so). When I got pregnant, I was very careful to take eat extra fiber and did not have any problems with constipation while I was pregnant. After giving my birth, my bowel habits have changed greatly. I am constipated with the urge to go the restroom, but I have a very difficult time to go because my stools are so hard. They have been tar like consistency on rare occassions, but most of the time they have been hard to expel and cause rectal bleeding. I have noticed that my stools have been streaked with blood and my rectum does bleed, but not continuously after I use the restroom. Sometimes it takes me a half hour to try to use the restroom. I have had this problem about once a month since giving birth. However, recently during the past two weeks I have had this problem every time I have a bowel movement. I definitely have the urge to go, but find it very difficult and it takes me a while. I have been eating fiber cereal, whole wheat products, and vegetables regularly, but I have not tried a stool softener yet, because I think it may be more serious. I am concerned about this problem and would like to know what kind of doctor I should see and could this be something severe? I was wondering if delivering a baby has caused this change in my body?
