I had a couple of unsuccessful surgeries like you for CIN II and then tried a treatment you can read about at http://www.alotek.com I am now improved at CIN I. For some women surgery does not work and I would advise that you read up on this on Medline. Vaccines are being developed and also interferon-based immune boosting treatments. Surgery is risky itself, so is getting in a car and driving to the store. You just have to do the research yourself and at least get a couple more opinions before you make a decision.
