TSH, T3, T4

Is the TSH test alone a sufficient indicator as to whether or not there's enough thyroid hormone circulating? Someone told me that the T3 or T4 test actually measures the thyroid hormones. Why is TSH commonly measured instead of T3 or T4?

Thanks, A
