In that estrogen is usually quite effective, before undertaking any
surgical procedure, have her get a sonogram or MRI to delineate the
vagina, bladder and other pelvic organs and make sure that the
agglutination of the labia is the only problem. Presuming it is, sugery
can be done anytime you and the doctor's decide. Periods start AFTER
hair growth in the armpits (axillae) and pubic region and brest start to
develop. That will give you some lead time to decide.
