Hard to say. Probably just hair follicle infection cysts (if in the hair bearing area)or mucous gland cysts (if on the fleshy area). Neither is a big deal and will either go away on their own, pop and drain or rarely cause pain. Sit in warm tubs of water several times a day to help them go away. Good Luck
