Women have a short urethra which makes us more prone. Why some women get more infections than others, I don't know. Women that are sexually active tend to see more, but being celibate doesn't keep one from getting UTI's. Maybe her Dr. can put her on a low dose of antibiotics (Macrodantin is one that comes to mind, as this is what I did for about three years), which will help to keep things going well. It worked well for me, as it did for my Aunt who used to get a lot of infections (if she had one, I did not, and when she was clear, I wasn't....strange how that happened...we live in different States! Coincidence I am sure). If your friend is getting a lot of infections, the Urologist may want to check her bladder by cystoscopy to see if there is something out of the ordinary. During a cystoscopy, the Dr. puts a scope in the bladder that is allows him to see inside the bladder to check for any abnormalities. Biopsies can be done at this time if necessary. I hope your friend finds some relief. UTI's are not fun, and can be a real pain in the neck!
