Could be allergy or localized irritation from external source such as
soap. Could also be an infection just being felt externally. Over the
counter cortisone 1% is usually safe when used externally 2-4 times a
day until you see your doctor. The only condition where cortisone is
contraindicated is herpes and you don't seem to be describing that.
