And I also have MVP, which probably is the reason for the blood

That's going to have to be a judgement call. If it is a matter of
documenting attempts at medical therapy so that surgery can be approved,
then you physician simply should state his/her concern regarding the
safety of BCP's in light of your hypertension. The reviewer won't know
the specifics and will likely approve the surgery.
