If you mean that you have been taking the Premarin for 16 days, then you are not supposed to have started yet, not until after you finish the Provera. If you mean that you finished both 16 days ago, then that is a problem. Either your uterus is non-responsive to the estrogen, or there is an outflow tract occlusion. This is something that you and your doctor are going to have to discuss at length.
