Unsuccessful pap smears

Every year I have a pap smear and every time the results come back that not enough, or no cells were taken and I must repeat the test in a year. It is becoming very frustrating and I'm beginning to wonder why I bother going through all this for nothing. At my last one the nurse commented that the 'opening' was very small which was why it was difficult to obtain a sample, but was at a lose as what to do to obtain better results. I have had two caesareans as both times I didn't dialate at all, and I am going through early menopause. Could any of this have a bearing on my situation? No one else I have spoken to have ever had this happen to them but there must be someone else out there who is in the same boat as me.
