HMO in California

I am currently in an HMO program affiliated with Lifeguard and was recently told by my PCP that there was a change in California laws such that I no longer need a referral to go to my OBGYN. The law, apparently, allows participants in the HMO program to see any OBGYN of their choice.

Can you confirm this for me or let me know where I might be able to get this information?
