Chronic Abnormal pap smears

I am 30, since I was 18 I have been having abnormal pap smears on and off. I get tested four times a year, usually 2 or 3 are abnormal. Ive had 1 biopsy all "matched pap smear" - no cancer or pre cancer. I think what is usually noted are Squamous intraepithelial cells. They want 2nd biopsy. One Gyn at my practice said "its just you". If thats the case then why continue with biopsies if pap smears aren't getting worse?
