You are correct regarding risks, but these should be minimized by findings at the time of the exam. In other words, the obstetric provider shouldn't/wouldn't do it if it seemed risky.

The procedure is performed in an effort to facilitate "ripening" (softening to allow dilation) and prevent patients from going past their due date.

I have utilized the process, with the patient's permission, for all of my career, in normal obstetric patients, near term. It should be discussed with patient's before it is done
