Am not sure where the internal os is but it appears to me to be above. Cervix is not dilated, I do not call incompetent cervix. Usually in my experience incompetent cervix opens from inside & labor may be either inside or outside. Inc cervix feels soft. Labor cervix feels firm until later. We have seen cyclic opening & closing of internal os in both entities, however.
