?Cervical Incompetence

Enclosed please find a picture of a pregnant lady at 22 weeks. The area scanned transabdominally shows the cervix...baby had a breech presentation. The cervix did not show a clear seperation of internal os , however a hypoechoic collection seems to be seen in the upper cervical canal causing seperation...the lower cervical canal measured 1.5cms.The picture maynot be very clear...But should This or a similar picture be diagnosed as Cervical Incompetence where clear seperation at internal os is not seen.The ?Dilated portion of cervical canal in upper segment was 8mm.
