My statistics in 197 12-13 weeks scan are 84.45% of four chambers views. Outflow tracts were not controled but in most of cefalics, hearts up normally is located. In my experience the importance of the nuchal translucency and the great diference of view after 12 weeks do not recomended wait untill 13-14 weeks to see the heart.
