I'm pretty sure Frank Manning would consider any gross body movement to get 2 points for movement. Any movement of the fingers would get 2 points for tone. If the fetus has a clenched fist for the entire 30 minute study, 2 points would be given, although this is quite rare. Movement without tone can happen, but is probably a once or twice in a career finding.

Then again, I could be wrong.
