After a child reaches 10 months, has short legs and arms, is unable to assume the crawling position, can sit up when placed in that position, and is just beginning to make noises, but not b and m sounds. Child has a 12% growth chart position.

Is it possible some type of dwarfism could be diagnosised for this child.
