I've done exactly that, but what you need is 2 network cards in whatever computer you want to be the main one connected to the cable. One card gets connected to the cable, and the other connects to the other computer.

Windows 98 has internet sharing, but I've used wingate http://www.wingate.com

With wingate, you can definitely have the PC as the main server, and the MAC as a client.
