It has to be too low or too high compared to something. Compared to what? 237 is consistent with being a few days late (4-5 weeks by the way we speak about pregnancies).

May just be implnatation bleeding. A progesterone level and followup HCGs would be helpful til the sono can show anything.

The 12/12 one probably was based upon the HCG level. The 12/27 one obviously wasn't (due to the positive HCG).
