Rupture membranes at 4cm?

I had my 36 week check today. The NP said I was dilated to 3 cm, 75%
effaced and that if I came in next week at 4cm, they would probably go
ahead and schedule a time to rupture my membranes.
I was wondering if this was standard procedure? Is there a reason to not
let me dilate past 4 cm without going into labor?
