The "extra skin" could mean lots of things. If theye simply mean that the skin thickness at the neck level is >5mm then this is unlikely to be significant although it has been linked in very low numbers to chromosome anoamlies such as Down syndrome. If they mean there is a neck swelling such as a cystic hygroma then this has more significance.
