Most practioners-IME-consider 2 cm either way within acceptable limits for fundal height. Position of baby and how full or empty your bladder is can effect the measurement too. A little anecdote: I was measuring fairly small with my last baby-37 at 41 weeks and they suspected IUGR and said he would be 6 1/2 pounds tops-he was almost 8 pounds when born.
