I know -- from personal experience -- how hard waiting can be, but one HCG level cannot be used to say whether a pregnancy is viable of not. BUT, 13 at 15 days postconception is not necessarily too low -- HCG isn't secreted until implantation (6 - 10 days post fertilization) and then the level roughly doubles every 48 hours. So, let's say you implanted on post-ovulation day 8 and the HCG level was 2; it would be 4 on pod 10, 8 on pod 12, 16 on pod 14 and so on. So, 13 could be perfectly normal for where you are now. As I recall, my cycle day 27 (pod 15) HCG level was about 18 and my 2 month old daughter is smiling at me as I type this! Do not give up hope yet. Best of luck to you.
