Sometimes the epidural is slightly off to the side or not in the appropriate space, and a partial block occurs. There may also be some scar tissue or a barrier that prevents the anesthetic (numbing) or analgesic ( pain removing) agent from crossing to cover both sides where the nerve root exits from the dura. If this happens again,and you do need a cesearean section, they will probably use a spinal anesthetic which will block the nerves at the source, at the spinal cord, rather than just the nerves as they leave the dura (sac surrounding the spinal cord.)

Another option is the coaxial technique, my personal favorite, which uses spinal analgesics, like optiates, which take the pain away, but not the sensation of the contraction nor the urge to push, and placement of the epidural, to be used only it the labor progresses longer than the spinal, or if there is a need for a c-section or forceps.
