Incompetent Cervix

My wife was scheduled to have a cerclage, but on the morning of the surgical date, she began to dialate (approx 1-2 cm). Upon examination, it was found that the membrane was protruding through the cervix. She is currently being kept with her legs up to help gravitate the membrane back to its original position. The membrane is still intact and her dialation has not progressed. Please let me know what possible options we have or what we can expect.
