This feeling, a slight fluttering movement in the abdomen, is caused by fetal activity. Since you are only 15 weeks, I'd wait another 5 weeks before you need to worry, and then a simple ultrasound could show you fetal movement for reassurance. The c-section scar should not interfere with the perception of movement.
