Incompetent Cervix

I have read that the difference between incompetent cervix and pre-term labor is that a woman experiences contractions with pre-term labor but with an incompetent cervix, the cervix opens without contractions. Is this true?? If a cervix opens between doctors appointments, is it possible for infection to enter causing contractions to ensue??
