Yes it is normal. hCG levels double every 48 hours at your point in pregnancy. So 2 days before ir would have been around 700, 2 days before that around 300. Urine tests vary with sensitivity from 25 to 250 units. Furthermore, if you had a diluted urine the concentrations in the urine are much lower and can therefore give a false negative result.
