Clarification on All or Nothing Phenomenon

I am a pregnant 32 year old with one child who is now 3.

I have read all of the archives on the all or nothing rule/phenomenon. Will an MD please clarify how long after conception the rule applies. I have read that there isn't a critical period of embryo development until 2.5 weeks after conception. Is this when the rule begins to diminish or doesn't apply?

Additionally, it might be helpful to define the all or nothing rule for any new forum participants. Lastly, is there a resource where I can read more about the rule/phenomenon - outside of the forum?
