VBAC's are becoming harder to get in the U.S. even if the C section was done in the U.S., because of medical malpractice liability concerns. There is no USA "rule" - each hospital develops its own policy on this. If you look around, you may find a doctor and hospital who will do a VBAC for you, but you may have to sign paperwork promising you will not sue if something goes wrong. And, even if you promise not to sue, they may still refuse to do the procedure.
