I can't answer your questions about the rust (I don't imagine just being near it would hurt. Just don't drink it.) What I can tell you is that as long as you're not dealing with the litter box it's safe to keep your cat. Toxoplasmosis is what you have to worry about and it's found in their poop. If you have to deal with that part wear rubber gloves and a mask then wash your hands well. Other than that you shouldn't need to change anything with your relationship with your kitty!
