20 Week Ultrasound - They didn't measure cervix

In my pregnancy books, it says that the cervix will be measured at the 20 week ultrasound. I was extremely angry, confused yesterday because the tech said they don't measure unless you have a history of incompetent cervix. Is this standard practice? I can't see why they wouldn't take 2 seconds to measure the cervix when incompetent cervix affects 1% of all pregnancies. I'm considering switching doctors.
