Beth...I never dropped prior to labor with either of my kids. I did end up with a c-section with my older child because he was posterior (I have been told I have a small pelvis also-one doctor even told me I'd be lucky to get a 6 pounder through). BUT I had a successful VBAC with my daughter, and she was 8 lbs. 13 oz. I didn't go into labor on my own with either, and was induced with her 12 days late. By the way, when she broke my water, she just immediately came down and there was immediate agonizing pain. Sometimes I think that there can be water cusioning the baby's head and not causing babies to drop.
