ovulation with clomid is reported to be 70-80% per cycle so it is necessary for clomid to stimulate follicle and ovulation,although in your case ovulation coould have happened but with defective corpus luteum which coould be the reason of spotting,since irregular function of corpus luteum usually leads to spotting pre- or post-menstruation.increase the dose of clomid and adjust the starting dose according to body weight and cycle length.
