Prevention of IUGR?

I have chronic hypertension and had a previous stillbirth.The only explaination that I got was utero-placental insufficiency due to hypertension that subsequently caused fetal demise at 24 weeks due to IUGR.I have read that IUGR can be traced back to implantation.Is there any way to encourage a better implantation?My hypertension is well controlled with 0.2 mg clonidine and 25mg hydrochlorothiazide.I know that these are the best drugs for pregnancy but methyldopa,nifedipine and labetalol have proven useless in previous pregnancies.All advice will be greatly appreciated.
