Not a doc but I would say your chances of conceiving on a true non-fertile day is 0%. The reason they say LOW instead of NO is because knowing which days are non-fertile is extremely tricky and inexact. In other words you may THINK you're safe but your body may be tricking you that month and you may have ovulated earlier or later and therefore were fertile when you thought you were non-fertile. So, instead of SAFE days there are only SAFER days where the chance is less likely - but still there.
