It is unlikely you developed tolerance to Terbutaline, but if it doen't seem to work there are other alternative medication that can be used. Contractions such as the ones you describe would be considered to be PTL especially with the cervical effacement you presented. No specific condition is related to these contractions, although there is a very strong suggestion that genital tract infections play an important role in producing the contractions. The longer the duration of your pregnancy, the better for your baby, at 34 weeks, physiiologically your baby's lungs would have started their final maturation process. So, if labor presents, your baby should be o.k.
