Normal to have complete placenta previa this early?

In my 12th week of pregnancy, after some bleeding, I was sent to the ER and they did and ultrasound. The doctors told me that I had placenta previa. Two weeks later I had a follow-up ultrasound and the doctor told me this time that it was "complete" placenta previa and ordered rest for me. I am now almost 20 weeks pregnant. But the problem is, I have been reading tons of info on this and it dosent seem like anyone else gets diagnosed with this officially or put on bed rest until they are in the last trimester. Is it common for this to occur? And when it does happen this early, does this lessen the likelihood of the placenta moving up later on? Thanks for any input!
