My baby did not turn head down until around 31 or 32 weeks. A friend of mine's baby did not turn head down until 38 weeks (she was worried it would never turn). So I'm guessing that if you are about 30 weeks, you still have time for the baby to turn and get in position. I know nothing about how they do things in Portugal, but most people I have talked to here say that a doctor will not try for vbac if baby is breech or not in position correctly. Hopefully you'll get a better or more scientific answer from the doctors and/or folks who know more than I do, but I wanted to let you know that your little one still has some time to get moved around and in the correct position.
