No its not standard at all. The Dr would probably not do steroid shots unless he got a positive fibronectin test result on her, then steroid shots may be warranted. Signs of preterm labor and softening cervix do not necessarily mean steorids as the next step. I had a cerclage myself with a history of delivering preterm 3x before 32 weeks. This past pregnancy with a cerclage I still did not get steroid shots but did have the fibronectin screenings which were negative.

The latest medical info is that weekely steroid shots do not have more of a benefit than say one round when delivery is going to happen in 24 hrs. Sounds like her Dr does know how to manage her preterm labor based on this latest info regarding steroids. I am certain her Dr would give her shots if her situation was really precarious. Your brother in law should discuss the issue with them if he is unclear of the reason to get the shots or not too. As with any drugs there is risk and benefit and he should ask the Dr about these also. Sometimes self searches on the internet lead to misinformation so he should not rely on thoses. You will find very few ladies nowadays that get steroid shots as a "just in case" safety net without further testing as mentioned the fibronectin test.

Here is some info on the testing

Best wishes to your sister in law.
