Steroid shots for premature babies- when is this needed?

Hi, My sis-in-law is 28 weeks pg and is showing signs of preterm labor. She's been put on bedrest (as much as is possible with a preschooler at home anyway)but her dr. hasn't said anything about steriod shots to help the baby's lungs mature. Isn't that fairly standard if you have a woman showing a softening and dialating cervix this early? She's got a cerclage to keep her cervix closed.

Her dr. doesn't seem to have much experience dealing with pre-term labor issues...

My bro-in-law doesn't want to mention the steroids to the dr. b/c he's concerned about steroids affect on the baby. Is there any reason why it wouldn't be better to get the steroid shots?
