Since your cycle was only 25 days, if you ovulated at all, it was likely on cycle day 11 or so. That would make the 21 day progesterone 10 days post-ovulation, not 7 days as the test is designed to reflect. since the progesterone would be expected to continue to rise, at least a little in the additional 3 days, the fact that yours was only 12 is not a great sign.
