It is possible to have toxemia without obvious high blood pressure, but it is pretty rare. Your pulse is irrelevant as far as toxemia is concerned, and is pretty normal for late pregnancy anyway, and of course swelling is almost a state of being for pregnant women. If you are concerned, you should call your doctor. There is no upper limit for water, but a gallon a day is a pretty good target.
