There are many things involved. The position of the head, the strength of the contractions, etc. I have seen women who were in labor with hard contractions for hours at 6 cm and we just couldn't get them to come out. The next time around, they deliver a baby that weighs 3 pounds more in less than 2 hours of labor. Go figure.
