With my first baby, my water broke at 39 weeks and I had no dialation and only a little effacement. 36 hours later I delivered a beautiful, healthy little girl with some intervention to get my cervix to ripen and start contractions. I never saw the mucous plug (thank goodness!) I don't think it's all that common for membranes to rupture before you are in active labor though - I've heard something like 10%. With me it was a noticable "gush" that then continued to "trickle" until the midwife further ruptured the sac at about 4 cm.
